Presidential Decree No. 198 otherwise known as the Provincial Water Utilities Act of 1973 as Amended by Presidential Decree Nos. 768 and 1479 declared a National Policy favoring local operation and control of water systems authorizing the formation of Local Water Districts and providing for the government and administration to facilitate improvement of local water utility granting said administration to facilitate such power as necessary to optimize public service from water utility operations and for the purpose.

Major Programs, Projects and Strategic Plan of Iriga City Water District Roadmap
  1. Provide 24/7 water supply with affordable connection fees, appropriate tariff structure and reliable customer service;

  2. Undertake systems improvement in water production and distribution and ensure that water supply is safe and potable;

  3. Establish a comprehensive mainline replacement program and a district metered areas through caretaker teams to closely monitor leaks and eventually reduce non-revenue water and technical and commercial losses;

  4. Look forward to online collection and 100% meter reading accuracy through the use of bar coding;

  5. Implement policies, rules and regulations in all areas of personnel management in accordance with the Civil Service Laws and Regulations;

    5.1 Establish administrative procedures particularly in recruitment;
    5.2 Administer the Position Classification and Compensation System prescribed by the
          DBM;
    5.3 Provide employees relevant training programs and prepare them for a 150:1 staff
          ratio to show effective management skill and the employees efficiency;
    5.4 Implement a Continuing Program on Rewards and Incentive System for Excellence
          (PRAISE) to encourage employees to improve themselves and increase their
          productivity; and
    5.5 Coordinate with government agencies that provide protection/care for
          employees such as CSC, DBM, GSIS, Pag-Ibig and Philhealth;

  6. Undertake the regular BrigadaAhensya such as:

    6.1 Hatawna, Physical Fitness Program;
    6.2 Community Service (Feeding Program & Tree Planting)
    6.3 Disaster Quick Response
